The gray countries are countries that don’t extradite to the US and allow US criminals to flee there. Cuba is in green as well as Sweden and Norway but those three countries don’t send all fugitives back to the US. Cuba is more willing to harbor than Norway and Sweden. Some countries don’t like returning fugitives to the US because the US prison system is considered inhumane compared to some other systems.
